En 1978, surge la necesidad de incursionar en la investigaci\u00f3n y la tecnolog\u00eda l\u00e1ctea, por lo cual el INTI &#8211; Instituto Nacional de Tecnolog\u00eda Industrial, en una decisi\u00f3n conjunta con sus socios promotores (en ese entonces el Centro de la Industria Lechera y la Junta Intercooperativa de Productores de Leche), deciden establecer una segunda Sede del Centro. La misma se ubicar\u00eda en la Cuenca Central Lechera santafesina, eligiendo a la ciudad de Rafaela como punto estrat\u00e9gico de funcionamiento. Este proyecto termin\u00f3 de concretarse con el valioso aporte del INTA, instituci\u00f3n tecnol\u00f3gica abocada al sector agropecuario, que mediante un convenio firmado ese mismo a\u00f1o cede el terreno para la creaci\u00f3n del Centro. Esa idea tuvo como protagonistas a tres directores del INTI L\u00e1cteos, el Ing. Jorge O. Casale, la Dra. Mar\u00eda Barrio de Bresanello, y al Dr. Alfredo M. Kuck, que finalmente fue quien inaugur\u00f3 las instalaciones.
